A Total Commitment to Senior Advocacy & Nursing Home Benefits
Leiter’s Pledge… Our Promise to Our Clients:
- Transparency: Everything we stand for and everything we do on behalf of our clients promotes their interests and protects their well being, and is visible to the client and is disclosed to the government
- One-To-One Attention: Carl Leiter personally develops the eligibility and asset protection plan for each client; inquiries and calls are personally returned by Carl; clerical support staff does not discuss cases with clients or answer client questions; Carl does this, and Carl travels to you
- Full Disclosure: Carl personally explains everything to each client, personally discusses which protection options could help each client situation best, and personally discusses which financial protection procedures could be utilized. He can also give you information about long term care insurance, the California Partnership, and other financial options if you like, as he is qualified and licensed to explain and help, by the California Department of Insurance, license number 0697871. Mr. Leiter has also been appointed and commissioned as a Notary Public by the State of California, Secretary of State, Commission number 2128133.
- Tenacity: Carl recommends an ElderCare Solution Plan only after he is certain that it will accomplish the goals, objectives, and needs of his client. Seniors often ask Carl about government benefits, reverse mortgages, and long term care insurance. Carl can discuss these areas of concern with interested seniors, as well as discussing the “pros and cons”.

32 Years As an Advocate & Provider
Carl H. Leiter and Health & Estate Planning Inc. are dedicated to helping seniors get the quality long term residential nursing home care they deserve, and not go broke doing it. Seniors should not have to lose everything just because they get sick. Carl has developed legal financial procedures to qualify all seniors for government benefit payments, no matter how much they have accumulated in savings and investments, starting with their homes.
These procedures were developed to protect home, savings and other assets from government liens, and to access the finest care possible, even if incapacity or infirmity strikes, all without suffering financial devastation. A Trust does not automatically protect you, and can actually interfere, unless amended.
Carl has integrated his Law background, his Public Civil Service background, and his Medical Management background, into a comprehensive understanding of Government Systems and the ability to get results as a Nursing Home Entitlement Specialist and an Entitlement Advocate. Carl stresses that the biggest mistake seniors make is not protecting their home while they can, before illness or infirmity strike.
Carl is an educational resource to all seniors, for anything they want to know about their Long Term Care financial Entitlements. This includes an understanding of the Long-Term Care System, how it works and how to make it work for you. He can help you understand the important entitlement empowerment provisions that should be contained in Trusts, Durable Powers of Attorney, and special ownership arrangements for your home. It is an educational process.
