I am pleased to have the opportunity to write a letter of recommendation for retired Attorney Carl H. Leiter, J.D.
My sister and I first met Carl over two years ago when faced with the very unpleasant and emotionally draining prospect that an 88 year-old family member, who was without long term care insurance, might need to enter a Skilled Nursing Facility for long-term care. We understood that the cost for such care often exceed $7,500.00 a month. It appeared that the time was steadily approaching when we would need to apply for Medi-Cal benefits to help defray these tremendous expenses. As with most families in this situation, we needed an experienced guide to help us through the dense jungle of Medi-Cal regulations and procedures while helping us to conserve, to the extent possible, our families financial and material resources. Following an introductory meeting, Carl presented us with a written plan that would preserve our elder’s home and property. When the time to apply did finally arrive, our preparations based on Carl’s plan, coupled with Carl’s knowledge and experience made a tedious, confusing, and emotionally taxing process considerably less stressful. Carl returned phone calls in a timely manner, and as questions came up, Carl answered them clearly and often in writing. Most importantly, his advice proved to be correct in each case where the questions of Medi-Cal eligibility and preservation of assets, including home and money, arose (in contrast to bank, accounting and other financial advisors whose opinions were often in error because they clearly did not know the nuances of Medi-Cal regulations, which are different from those of the IRS). When our Medi-Cal application was finally submitted (by Carl, in person, at the Medi-Cal office) the case worker was very complimentary indicating that the paper work was so complete and clear that she had very little to actually feed into the Medi-Cal computer for resolution. Our application for Medi-Cal long-term care benefits was approved four weeks after submission preserving our family member’s home and saving us tens of thousands of dollars.

It is an unfortunate situation when we find ourselves having to take care of our elders. In my case, it was my Dad who was stricken with Alzheimer’s. As long as I could, I paid out of pocket to keep him in a board and care where he felt like he was at home. But as his Alzheimer’s worsened and the inevitable fact of needing long term care was nearing, I had fears that his money would only be able to sustain his care for only a couple of years, and then what do I do? Where do I turn? The nursing homes say they can help you with Medi-Cal, but do they really know how to fill out the forms accurately? do they know how to preserve your loved ones home? What if your loved one has too much money in the bank, do you have to forfeit it all to the State?
I had all these questions swirling in my head as I passed a newspaper stand one day. For some reason, the front page caught my attention, enough to put my quarters in and buy it. As I walked to the car, a pink flyer fell out and twirled to the ground, reaching down to pick it up I read: “Long Term Care Resource Shelter and Entitlement.”
There was a lecture at a local library held by Carl Leiter. It was specifically focused on Nursing Home Entitlement Rights and Asset Conservation Rights. Could this answer all my questions? Can this person help protect my Dad’s life savings and qualify him for long term care that he needs? Is this for real? Needless to say, I immediately called the phone number on the flyer and made an appointment with Mr. Leiter.
That was more than two years ago and I can say, Mr. Leiter – Carl, helped me in more ways than anyone can imagine. He DID answer all my questions, he DID assist me in making sure my Dad was well taken care of and he DID successfully preserve “ALL” my Dad’s assets.
Sadly, my Dad recently passed away from complications of Alzheimer’s. Being successfully on Medi-Cal for more than two years in a Long Term Facility, Carl not only helped my Dad qualify for long term care, he also helped me every year when it came time for Medi-Cal Re-determination, and finally with Medi-Cal Estate Recovery after my Dad passed.
Carl was there the whole way, as a qualified advisor. His knowledge of the Medi-Cal system is unbelievable. He was truly a blessing for me. It is my testimonial that Carl was able to preserve over $200,000.00 in my Dad’s estate, which has now successfully been distributed to my Dad’s heirs–not to the State.

I would have lost the investment in my parent’s home

My mother was 83 when she had a couple of mini strokes. She was able to get around the house quite well for awhile. However, she then required a walker for balance and to comfortably move at home. My father though he could care for her and provide for her needs. It quickly became evident that he could not do so without help. Calling a number of at-home care companies my brothers and I realized they could not afford the 12 hour a day care mom now needed. We had no idea where to turn next.
Mixed in with the mail they had recently received was a free local paper with a flyer inserted in the centerfold. It announced a talk by a retired attorney and nursing home entitlement specialist, Mr. Carl Leiter. The talk was the next day at a nearby senior center. My husband and I attended the presentation. It was a fortuitous meeting. Carl had the answers we were looking for.
We made an appointment to meet with him and were impressed with what he offered us. Carl showed us how to protect the investment in my parent’s home and qualify mom for Medi-Cal nursing home care. We filled out all the paperwork and worked through the checklist he gave us. I must have called him at least a few times a week with questions. He answered with more detail than I expected and usually followed up the email with a call making sure I understood his answer. When he says “call me” he means it. Two years later I called with a question and he was there with the answer.
Without Carl’s help I know my brothers and I would have lost the investment in my parent’s home and struggled qualifying our mother for Medi-Cal. His sound advice and counsel was well worth his fees.
